The Village Administrative Office is staffed by friendly employees. To serve your needs, a full-time Village Administrator is available to handle the day to day operation of the community. The Administrator is supported by a full-time Administrative Assistant. In addition to serve your needs, a full-time Utilities Clerk is available to answer any question with regard to Village operated utilities. Also, a part-time Deputy clerk is on hand to answer any financial or human resource questions.

Police Department
Well-trained professionals provide full-time protection. The department's up-to-date vehicles are in radio contact with all county law enforcement agencies as well as the Minster-Jackson Township Fire Department and the Minster Area Life Squad. Becuase the crime rate in Minster is so low, much of the department's work is dedicated to crime prevention. From time to time you will find officers in school classrooms educating students on such topics as bicycle safety, drug awareness and other safety topics.

Fire Department
The Minster-Jackson Township Fire Department is manned by approximately 30 well-trained, well-equipped and dedicated volunteers. Because of their protective efforts, businesses will receive the benefit of a Class Four Fire Insurance Rating, one of the lowest ratings possible with a volunteer fire department, and residents may rest well knowing this is an extensively trained group of individuals. Dale Dues, Chief, ensures that the Minster-Jackson Township Fire Department is well prepared when an emergency arises.

Rescue Squad
People help one another in Minster and this is evidenced by the Minster Area Life Squad. Kendra Sommer, President of the Minster Area Life Squad, leads a very dedicated group of participants. Like the fire department, all members are well trained, well equipped, and dedicated volunteers. Both the fire department and the life squad have mutual-aid agreements with neighboring community fire and rescue departments.

Street Department
The street department provides the repair and maintenance of all village streets and alleys along with maintenance of the village owned grounds, equipment and vehicles. It also provides other services, including street sweeping, leaf collection, snow plowing, and brush chipping.

Water Department 
Minster is supplied with excellent water from five underground wells and is stored in two modern, above ground water towers; one holding 250,000 gallons, the other 750,000 gallons. The Village water treatment and distribution system has over 1,400,000 gallons per day capacity. Present usage ranges from 1.2 million gallons per day. The current water treatment plant is designed for 2.25 million gallons per day.

Wastewater Treatment
The Minster Wastewater Treatment Facility is a modern, sewage treatment plant with a design capacity of 1,050,000 gallons per day, which is expandable. Planning is currently underway for a major expansion to this treament facility.

Electric Department
The Village of Minster owns its own electrical distribution system consisting of three 69,000 KV substations. The Village purchases electrical power through AMP Partners and D.P.&L., then in turn sells to its customers at a competitive retail rate. Through long-term contracts and base load investments the municipal electric system is able to provide some of the lowest electric rates in the state!

Parks & Recreation Department
This department provides all the normal repair and maintenance of village parks and recreational areas. This department will also be responsible for scheduling of events and recreational opportunities at each park complex.
Paris Street Park
This nearly 10 acre park area is located on the southern edge of the Village near Lake Loramie. This park offers something for all ages. It contains two ball diamonds, playground equipment, volleyball courts, multipurpose courts and a shelter house with restroom facilities. This park is a grassy open area for recreational activities. It too, is lighted.
Plans are also being considered for future recreational offering as this location.
Four Seasons Recreational Complex

This 50 acre park is located on the northern edge of the village. There are a variety of activities available. The park hosts eight lighted ball diamonds, 4 little league, 2 softball, and 2 baseball. Located at the center of each diamond complex are restroom and concession facilities along with functioning press boxes and scoreboards. Batting cages are also available.
Although swimming is prohibited, a 1.8 acre pond is available for fishing. In addition, playground equipment is located near the main entrance parking area and also in the rear of the complex near the back parking area. There are five shelter houses available, one with a center fire pit. Walking trails allow visitors to meander through the park. For winter recreation activities, a high sledding hill is located in the north east corner of the complex and the pond is available for ice skating. The complex boasts plenty well-lit parking areas and vending machines.
If you would like to reserve one of the six shelter houses at the Four Seasons or Paris Street parks for a family, community or business function, reservations are taken beginning March 1st. There is a $25.00 non-refundable deposit due at the time of the reservation.

Municipal Pool
The village of Minster provides the surrounding community with heated, outdoor aquatic recreation center on approximately 3.540 acres located at the northern edge of the Village. The 5,351 square feet, Z-shaped swimming pool is separated into a diving section, swimming/laps section and a shallow area for smaller children. The diving area with its low and high diving boards is 12 feet deep at the deepest center of the section. The general swimming area has depths of 3.5 feet to 8 feet. The main swimming pool was lined with a specially forumualted PVC shell to maintain the structural integrity of the pool for many years to come.
In addition to the swimming area, a 900 square foot, square shaped spray area is available to the smaller swimmers. This area is enclosed by a 4-foot high fence for the children's safety.
The entrance/exit to the aquatic center is a 2,604 square foot bathhouse. The building is divided into a men's and women's shower and changing rooms. In addition, a vending area is easily accessible to persons of all ages.
The Minster Municipal Swimming Pool is staffed by certified lifeguards. The pool season begins on Memorial Day and ends close to Labor Day. The pools operating hours are 1:00p.m. to 9:00p.m. Sunday through Friday, and 1:00p.m. to 5:00p.m. on Saturdays.
